Abstract: In the paper, the main participants of strategic planning of social and economic development of the state are considered. There are three main groups of participants in strategic planning, which are divided according to the degree and nature of their involvement in the planning process. The existing methods of developing strategic plans depending on the participants of this process are highlighted. On the basis of which three evolutionary approaches to strategic planning of development of economic system depending on degree of involvement of participants in process are formulated. The main features, advantages and disadvantages of these approaches are analyzed. It is concluded that a partnership approach to strategic planning of socio-economic development is the most preferable. The key principles of developing a quality strategic document are formulated. The main forms of application of the partnership approach in strategic planning of social and economic development are allocated. The structural model of the mechanism of implementation of partnership projects is generalized in accordance with the system-forming elements: the subject and the object of management, the method of influence of the subject on the object, the conditions of project implementation, as well as the benefits of partnership participants. Possible partners of the partnership are considered. Important principles of partnership projects implementation are grouped. The traditional and modern models of partnership implementation are listed. The key benefits that project participants receive, as well as the possible risks of the partnership, are highlighted. Common tools that are used to minimize risks are identified. The main sources of partnership effectiveness are identified.
