Подходы и методы прогнозирования потребности экономики в выпускниках ВУЗ: зарубежный опыт

Abstract

В статье проанализирован опыт ведущих западноевропейских государств в контексте формирования ВУЗами предложения на рынке труда в виде выпускников соответствующего уровня подготовки в зависимости от спроса, возникшего в приоритетных отраслях экономики страны. Рассмотрены наиболее распространенные подходы и методы определения потребности в специалистах. Выявлены преимущества и недостатки каждого из них. Даны рекомендации по решению проблемы существующего дисбаланса между спросом и предложением на отечественном рынке труда на основе использования зарубежного опыта. Ключевые слова: выпускники ВУЗа, рынок образовательных услуг, потребность в специалистах, объем государственного заказа, спрос и предложение на рынке труда.

У статті проаналізовано досвід провідних західноєвропейських держав у контексті формування ВНЗ пропозиції на ринку праці у вигляді випускників відповідного рівня підготовки в залежності від попиту, що виник у пріоритетних галузях економіки країни. Розглянуто найбільш розповсюджені підходи та методи визначення потреби у фахівцях. Виявлено переваги та недоліки кожного з них. Надано рекомендації щодо вирішення проблеми наявного дисбалансу між попитом та пропозицією на вітчизняному ринку праці на засадах використання зарубіжного досвіду.

In this article was examined the experience of leading West European countries in the context of the formation of the university offers an appropriate level of training graduates in the labor market, depending on demand, which arose in the priority sectors of the economy. In Ukraine, which is characterized by high turnover and low labor mobility , the problem of effective forecasting of the economy in graduates is very important and requires urgent action. The lack of effective mechanisms for determining the supply and demand of human resources does not justify the acquisition of high-quality and popular economy and society in general education services , thereby devalues the role and place universities, does not satisfy the needs of the economy in qualified personnel and substantially impedes socio- economic development. Was indicated that the starting point that defines the opportunity to coordinate the training of specialist and development of industries, will be a competent organization of process of identifying the needs of the labor market and the need to use modern methods and technology forecasting its development. The effectiveness and efficiency of the planning system of training specialists can only result from the timely prediction of both current and future labor market needs, which must satisfy the university of the country. Was considered the most common approaches and methods for determining the need for specialists. Found advantages and disadvantages of each. Was provided recommendations to address the problem of existing imbalance between supply and demand in the domestic labor market based on the use of foreign experience.
